What is the BIIAB National Certificate for Designated Premises Supervisor?
The BIIAB National Certificate for Designated Premises Supervisors was developed in conjunction with local government, the police and the industry, to support the new post of designated premises supervisor created by the Licensing Act 2003.
It is designed to provide designated premises supervisors with
an understanding of their role and the responsibilities both
within the Licensing Act 2003, and other regulatory issues in
addition to those covered in the Act. The qualification also
addresses the practical day-to-day issues involved in running a
licensed premises.
Who is the qualification for?
The BIIAB National Certificate for Designated Premises Supervisors is a nationally recognised qualification for both existing designated premises supervisors, and those who may be required to take up this post in the future, working in any type of licensed premises including:

pubs and bars

hotels and restaurants
-
off-licences, supermarkets and convenience stores

sports and social clubs
-
nightclubs and entertainment establishments

and any other venue or site where alcohol is sold.
What does the qualification cover?
The BIIAB National Certificate for Designated Premises Supervisors covers the following topics:

the roles and responsibilities of the designated premises supervisor
-
the licensable activities carried out in licensed premises
-
the requirements of legislation and best practice to support the four licensing objectives
-
how to conduct a risk assessment, and how it is used to underpin the operating schedule
-
the relationship between the operating schedule and management controls.
The qualification is also supported by a CDROM, the ‘BIIAB Licensed Premises Operations
Review Tool,’ which is included with the handbook. The CDROM enables the user to assess
existing policies in a licensed premises, suggests ways in which such policies can support the
four licensing objectives, and produces a record of these policies which may be saved and
printed.
In addition, as part of the practical focus of this qualification, the handbook contains examples of
floor plans and scenarios for three different types of licensed retail premises (a nightclub, a shop
and a public house). These can then be used by candidates to help with the basic risk
assessment for their premises, and to generate ideas for policies to reduce these risks to an
acceptable level.
How long is the training course, where can I take it, and how much will it cost?
Candidates should have achieved the BIIAB Level 2 National Certificate for Personal Licence Holders, or possess equivalent knowledge prior to taking the BIIAB National Certificate for Designated Premises Supervisors. The BIIAB National Certificate for Designated Premises Supervisors has been designed to be deliverable in one day (although longer tuition or self-study options may be available) followed by a short multiple-choice examination. A comprehensive handbook presented in an easy-to-follow format, supports the qualification and covers all the information needed for the examination.
